Mathura, September 26, 2026: A delegation representing local traders in Mathura, under the banner of the Nagar Udyog Vyapar Pratinidhimandal, met with the City Magistrate, Anupam Mishra, on September 26 to voice urgent concerns regarding excessive noise pollution. Led by the city president, Sunil Agarwal, the traders submitted a formal request for the strict enforcement of Allahabad High Court orders aimed at curbing the use of high-decibel loudspeakers and sound amplification systems, particularly those used during religious processions, street parades, and by commercial DJ operators.

Impact on Business and Daily Life

The traders reported that the daily barrage of high-volume sound emanating from various street events has become a significant source of distress across the city. According to the delegation, the noise levels are so intense that they disrupt the basic operations of commercial establishments along main thoroughfares. Shop owners described scenarios where the vibrations caused by heavy bass and amplified music lead to items falling from display cabinets, resulting in regular property damage and inventory loss. Beyond the financial strain, the inability to communicate with customers has severely hindered business transactions, creating a difficult working environment for those whose livelihoods depend on storefronts located on primary city roads.

The impact extends well beyond the business community, affecting vulnerable residents, medical facilities, and the general public. Doctors, hospital staff, and patients residing or working near these routes suffer constant disturbances, which the delegation highlighted as a matter of public health. In the densely populated, older quarters of the city, the intensity of the sound is reportedly strong enough to cause noticeable structural vibrations in traditional homes, leading to concerns about potential damage to building integrity and extreme mental fatigue for the inhabitants.

Administrative Response and Future Action

During the meeting with City Magistrate Anupam Mishra, the traders emphasized that the issue has reached a critical threshold. They cited a recent incident in Balarampur, where excessive noise levels were linked to a death, and urged the administration to take proactive measures to prevent similar tragedies in Mathura. The delegation stressed that while religious and social events are a part of local culture, they must be conducted within the legal limits prescribed by the high court to ensure the safety and comfort of all citizens.

Responding to the grievances, the City Magistrate acknowledged the severity of the situation and reaffirmed that there are clear legal limits regarding the volume of sound that can be broadcast in public spaces. He provided an assurance to the delegation that the administration would take swift action. Within three days, he committed to holding a formal meeting involving the Municipal Corporation, the Pollution Control Department, and other relevant stakeholders. This meeting will specifically include local DJ operators and individuals who provide sound amplification equipment. The Magistrate stated that these operators would be issued strict directives regarding noise compliance. Furthermore, he assured the traders that any subsequent failure to adhere to these official guidelines would be met with punitive legal action.

The group consisted of City President Sunil Agarwal, General Secretary Shashibhanu Garg, along with office bearers Sunil Sahni, Vice President Rajnarayan Gaud, Joint Secretary Shri Bhagwan Chaturvedi, and Youth City President Mukesh Agarwal. The administration is expected to initiate the inter-departmental consultation process immediately to address these persistent noise concerns and restore order to the city’s thoroughfares.
